I think... maybe the rules are a little different for the Avatars. They've had thousands of lifetimes to learn bending, even if they technically have to start fresh each new life, they can still remember what it was like.
I think that makes sense. I'm not sure if Aang would have been able to master them so quickly if he had to start from the very beginning completely.
